Paul is a Senior Associate on our Public, Regulatory and Investigations team. Paul advises a variety of public bodies, including regulatory and professional disciplinary bodies, on contentious and non-contentious matters of administrative and public law generally. This includes advising public bodies on their powers, functions and duties, and fair procedures.
Paul has significant experience in advising major financial institutions in respect of Central Bank investigations under the Administrative Sanctions Procedure, and also advising the Central Bank in respect of its powers and functions in carrying investigations into regulated entities.
Given his in-depth knowledge of criminal law, Paul also provides advice and representation to public regulatory bodies in relation to the prosecution of a wide range of statutory offences. Paul also advises regulatory and disciplinary bodies in relation to the drafting of enforcement processes and guidance manuals.
Paul also advises professional disciplinary bodies in respect of investigations and fitness to practise inquiries. Paul advises on all stages of the fitness to practise process, and represents regulators from the receipt of complaints, to attending fitness to practise inquiries, and regularly appears in the High Court seeking confirmation of sanctions issued by professional regulators.
