Lisa Joyce is a Partner in the Public, Regulatory and Investigations Unit of our Litigation department. Lisa provides practical and informed advice to public bodies and people dealing with such bodies, regulators and regulated persons, and anyone undertaking, or subject to, statutory or non-statutory investigation.

This includes advising on what public bodies can properly do, fair procedures, statutory interpretation, regulatory compliance, investigation and enforcement, and advising on all types of public law litigation, principally judicial review proceedings and statutory appeals and applications.

Lisa also has a particular focus on Information Law, advising extensively on all aspects of access to, and disclosure of, information, including freedom of information, access to environmental information, data protection, discovery and privilege

Representative Matters

  • Representing the Central Bank of Ireland in successfully defending three sets of urgent court proceedings before the High Court and Court of Appeal challenging the administrative sanction procedure for regulated financial services providers under the Central Bank Act 1942, as amended, including the successful defence of injunction and discovery interlocutory applications. These were the first such challenges to this legislation and matters of national and European importance.
  • Advising the Sustainable Energy Authority of Ireland (SEAI) on an ongoing basis in relation to its development, implementation and administration of numerous statutory and non-statutory sustainable energy schemes. This includes the Better Energy Rating, Better Energy Homes, Communities Energy Schemes, and the Support Scheme for Renewable Heat. Also advising SEAI in defending challenges against its decisions pursuant to these schemes, including statutory and non-statutory appeals
  • Advising numerous public, private and voluntary sector bodies on data protection and GDPR compliance, including statutory investigations by the Data Protection Commission.
