Catherine O'Flynn interviewed on EU Pay Transparency

Catherine O’Flynn, Partner in our Employment Law & Benefits team, was featured in the Irish Independent commenting on the forthcoming EU Pay Transparency Directive.

The Directive must be transposed into Irish law by June 2026. It will require employers to disclose salary ranges, stop asking about pay history, and report gender pay gaps between comparable roles.

Catherine outlined that the Government appears to be taking a two-bill approach. The Equality and Family Leaves (Miscellaneous Provisions) Bill will cover salary disclosures in job ads. A separate Pay Transparency Bill is also being developed.

She noted that the final scope of both laws remains uncertain.

Catherine commented:

“New Heads of Bill are currently being drafted to introduce provisions and amendments relating to statutory family leave entitlements. The inclusion of directive-transposing provisions in the final text is therefore subject to change."

Catherine added that it is still unclear whether the new Pay Transparency Bill will include all elements of the Directive, or if some will instead be covered by the Equality and Family Leaves Bill.
