Social housing is a national priority and solutions are being brought forth on several fronts to meet the demand.

Government initiatives and legislation in the areas of planning, tax and increased public funding allocation have sought to boost supply, but there is a long way to go.

In addition to increased activity by local authorities, much needed investment interest is developing within the private sector. New legal mechanisms and structures are emerging for the delivery of social housing including:

  • public/private partnerships
  • joint ventures between developers, institutional investors, local authorities and housing associations

The Housing Agency, in conjunction with the Department of Housing, Planning and Local Government (DHPLG), has been at the forefront in developing solutions to address the social housing crisis such as:

  • the Capital Advance Leasing Facility (CALF) designed exclusively for approved housing bodies
  • the Enhanced Long Term Social Housing Leasing Scheme targeted at developers and investors
