Declan Moylan, Partner

Declan Moylan is the Chairman of MH+C.  Declan advises and represents a large number of enterprises coming to do business in Ireland, particularly American and British entrants to the Irish market.  He also has an extensive practice in complex corporate transactions and investigations. He maintains close links with the firm’s administrative and public law practices.  The U.K. magazine “The Lawyer” selected Declan as one of its leading 100 lawyers in Europe in 2006.

In 2009 and 2010 Declan has represented a diverse range of overseas corporates establishing in Ireland, including technology companies, traditional manufacturers, and a world leader social networking business.

In 2008/09, Declan was engaged by the Board of Anglo Irish Bank to conduct an investigation, and to report on governance issues pertaining to directors’ loans.  Also in 2008/09, he was engaged by the Board of Dublin Docklands Development Authority to conduct a review, and to report on certain matters pertaining to the conduct of the Authority’s statutory functions.  Over many years Declan has advised a variety of Irish State agencies such as the Government Ombudsman, the Information Commissioner and the Marine Institute.  From 1999 to 2002 he was personal solicitor to the Attorney General of Ireland.

Declan is active in a number of international business and legal associations, including the International Bar Association.  He is a regular speaker at legal and business events at home and abroad.  He is also involved in substantive law teaching and taught Applied Business Law to the International MBA class in Trinity College Dublin from 2002 to 2009, having designed an innovative and business-focused course.

In 2008 Declan gave a masterclass to Trinity College’s M.Sc. (Management) Public Sector Programme, on the topic “Impact of Legislative and Judicial Intervention on Ireland’s Public Administration”.  In April 2008 he gave a masterclass to Trinity College’s M.Sc. (Management) class on the topic “Selected Impacts of Regulators on Commerce in Ireland”. 

In October 2009 he presented the legal module of the Public Affairs Ireland seminar on “Efficiency and Effectiveness in the Public Sector”. In July 2010 he gave a masterclass to the International MBA class at Trinity College on the topic “Decisions of Regulators; Recourses via Appeals and Reviews”.

Declan is admitted as a solicitor in England and Wales, as well as Ireland.
