Public Affairs Ireland 'Public Procurement in a Climate of Reduced Resources'

Public Affairs Ireland, in association with Mason Hayes & Curran, is hosting a half day training seminar 'Public Procurement in a Climate of Reduced Resources' on Tuesday 5th July 2011.

This seminar is designed to provide the appropriate guidance for people who are either new to the procurement function or who perform procurement as part of their broader job description. The seminar will give delegates greater knowledge and understanding of issues such as:

  • how to manage the procurement process - scoping, planning and strategic procurement;
  • the core legal requirements - current EU directives, EC Treaty, the remedies directive, notification / debriefing requirements;
  • evaluating the bids and awarding the contract:
    - establishing selection and award criteria;
    - setting minimum requirements;
    - clarifications
    - evaluating tenders from a financial and value for money perspective;
    - preparing scoring mechanisms;
    - justifying contract award recommendations;
  • ensuring national guidance and accountability requirements are adhered to.

Participants will, at the end of the seminar, have a good awareness and understanding of the overall public procurement process and regulatory regime. The tutors on this seminar are expert lawyers working in an everyday context in the procurement area and public servants with direct experience of public procurement. They will bring a top-quality cutting-edge practical emphasis to the subject matter.

Speakers at the seminar include:

  • Robert McDonagh, Partner, Commercial Department of Mason Hayes & Curran
  • Garrett Fennell, solicitor and a specialist consultant in regulatory and public affairs
  • John Lawlor, non-executive chairman of the audit committee of the Department of Transport and Deputy Director of Information Systems Services at Trinity College Dublin
